Is a land line required for lease approval?

Last year I applied for a lease with LeaseCompare for an '03 BMW M3. I was declined by US Bank because I did not have a land line. The US Bank rep said that they are cautious of people out in California. I explained that I only have a mobile phone because the rate plans are so cheap that it does not make sense to also have a land line. I then asked if they could approve me if I called SBC and setup a land line that day, but she said probably not (without offering an explanation).

In any case, I am now interested in leasing an '04 S2000. Am I going to have the same problem, or have policies changed by any chance?
